मोटरमैन की ड्यूटी पर मृत्यु

दिनांक - २ ३ मई २ ० १ ३  चेन्नई 

मनोहर मोटरमैन / चेन्नई दोपहर ० ३ .४ ० बजे के आस - गुम्मिदिपुंदी एम.एम.सि -यि.एम्य़ु लेकर जा रहे थे ।  एक सौ यात्री सवार  थे । अचानक उनकी तवियत ख़राब हो गयी । सर में चक्कर आने लगा  और वे कैब के अन्दर ही गिर पड़े । स्वचालित फ्लाषर बत्ती जलने लगी । विपरीत दिशा से एक लोकल आ रही  थी । उस मोटरमैन ने फ्लाषर बत्ती देख लोकल ट्रेन को रोक दी और अपने गार्ड के साथ , उस कैबिन को गएँ । 

मोटरमैन मनोहर की शारीरिक दशा ठीक नहीं थी । उन्हें तुरंत पेरम्बूर रेलवे अस्पताल को रेफर किया गया , जहाँ डॉक्टर मनोहर को मृत घोषित कर दिए  । मनोहर की उम्र ४ ८ वर्ष थी । पिछले दशक के दौरान यह तीसरी घटना है , जब मोटरमैन ड्यूटी में मृत घोषित किये गए । स्वचालित ब्रेक की वजह से सभी यात्रियों की जाने बच  गयी ।  मनोहर नेमिचेर्री के रहने वाले थे । 

इस दुखद दुःख  में आल इण्डिया लोको रनिंग स्टाफ असोसिएसन उनके परिवार के साथ है । 

इस तरह के घटनाओ के बढ़ने का मुख्य  कारण - काम के बढ़ते दबाव है । मोटरमैन और लोको पायलटो के  पदों का न  भरा जाना भी है । आज लोको पायलटो की हालत दयनीय होती जा रही है । आखिर ये सब कब तक चलता रहेगा ?

UJJAIN: Three persons including a railway guard were held on charge of stealing valuables from the train passengers. According toGovernment Railway Police (GRP) officials, a laptop, camera and mobile phones of some passengers were stolen from AC coach in Jabalpur- Somnath express train last week between Ratlam and Nagda.
 
The police during investigation found that Gulshan, son ofDevkumar Sareen, resident of Sethinagar in Ujjain, who is employed as a guard with the assistance of accomplices Nilesh kadam and Munna alias Bhuria had committed the theft. The police arrested the trio and recovered the stolen goods.
More incidents could be solved with the nabbing of the gang, police hoped. Gulshan had got the job on compensatory ground after the demise of his father.

Subject- Notice for Relay Hunger Fast in front of DRM Office in Future.
I enclosed herewith submit the
resolution adapted in our DWC meeting which has been held today in our GUNTAKAL Branch office for your favorable consideration.We welcome the direction from the Ministry of Railway dated ….14 June 2012 as a positive sign to go deep into the reason for the so called human failure in SPAD (Ref.Lr.No.2004/M(L)/466/7101 dated 14 th June 2012 ) which was demanded by us since long .This Association had raised voice against the confusing signaling system, inadequate and insufficient rest , denial of leave , working in short cut method ignoring safety item, amounting unnecessary stress and strain on loco crew by many ways etc.we have been drawing the attention of Rly .Administration on these issues through the various forms of agitations before administration offices.We are happy to see that most of the points raised by us find a place in the said direction. If 54 point of Railway Board direction are not implemented will become counter productive .This Association is of firm opinion that without much change in the present infrastructure , the following points can be implemented immediately ..

1) Stop under rest calling for duty.
2) Stop threatening staff who seek relief after 8 hrs in goods and 6 hrs in mail/exp.
3) Grant leave liberally up to the specific quota of 30% without any restriction.
4) Amend the road learning rules to minimize validity period to one month.
5) Amend periodical rest rule to allow calendar day rest as PR.
6) Cancel resumption from leave/sick&PR at night hours.
7) Redraft all crew link with 6 hours duty , restriction 2/3 night duties, calendar day rest , sufficient rest between two trips , bring crew to HQ. within 36 hrs.
8) GTL Division Pass/ Mail/Exp/links to be drawn up to DMM/WD/CT only .
These are long pending demand Your kind intervention is requested to reach an amicable solution at the earliest, to avoid the said fasting in near future.

OVERSHOOTING OF SIGNAL BY LOCO PILOT OF RAJDHANI EXPRESS

" The driver of Bangalore -Nizamuddin express Rajdhani express train jumped the signal at ADONI  railway station in the early hours of Friday causing flutter among the traffic control staff.He jumped the signal by six feet where he was to halt and give passage to Duranto express in the opposite direction.He was placed under suspension.

The traffic control wing took into control the driver for a medical check up and subsequent action "

Our view....
Railway board in its Letter number-2004/M(L)/466/7101 OF DATED 14 JUNE 2012 , Which was addressed to all Indian railways General Manager , should make efforts to implement the following--
Item E.Miss.suggestion

1.The signal sighting committees at super wiser level are not effective.Even the officer level committee conduct the inspection on mail/express and only sighting of signals on main line is addressed whereas those on the platform , loop lines go unattended.

2.Since in most of the SIGNAL PASSING AT DANGER (SPAD)  cases drivers above 55 years are involved , the retirement age of LPs should be reduced to 55 years or they should be made CC/PRC/LI if they want to continue beyond 55 years.Another suggestion included making them super LP.

3.The maximum duty hours of mail/exp driver should reduced to 6 hours as they encounter one signal every minute on an average during their run.

Here all the three above  items are not implemented and railway administration are in mute spectator. They should not want to impalement also .Why.? ..because what ever incident/Accident happens  in railways.....officers are not going to remove / punished .Loco pilots are going to become scap goat for each and every fault.In this case loco pilots age are around 56-58 yrs.
It is a high time to Railways administration to implement the above three items immediately.We as AILRSA office bearer , discussed this matter on lower level but their are no positive reaction by Railway administration. This matter is under reconsideration in RLC/HYB... conciliation meeting on 31 August 2012.

Railways depriving loco drivers of sleep

NEW DELHI: The next time you board a train, spare a thought for its driver. He could well be doing duty for the past 15 nights.

Ironically, there is no upper limit in the railwaysrulebook on the number of night duties to be done by the engine crew despite data from major rail accidents pointing to the fact that most mishaps take place between early night and late morning.

The weekly rest provisions for locomotive drivers are vague. These talk of giving drivers a 30-hour rest four times or 22-hour rest five times in a calendar month. But the provisions are silent on the gap between two rests.
Faced with a severe staff shortage, coupled with the fact that most trains run also during night hours, railways is being forced to put most of its drivers on night duty for long periods.

As of now, around 60,000 loco drivers are running more than 19,000 trains as there is a 20% vacancy in the 82,000 sanctioned posts.

The dangers of such a situation are obvious. For instance, the engine crew roster for Hampi Express which collided with a stationary train suggests that the driver had run 23 trains in 19 days of which 12 were full-night, three half-night and seven full-day duties. This means the driver had undisturbed sleep in only seven days in the past three weeks.

The crew roster for Kanpur shows that a driver has to run 16 trains in 15 days, of which 15 are full-night. Under the rules, they are not allowed to break for food, refreshment or answer nature's call during duty hours.

Though railways has blamed 'human error' on the part of drivers for recent train accidents, the increasing number of deaths on rail tracks has exposed the glaring negligence in safety measures, including a large number of vacancies for loco pilots.

The drivers' association claimed that around 3,000 drivers are stationary as they are assigned petty clerical or personal assistant jobs and 4,000-5,000 are medically unfit. Indian Railway Loco Running Men Organisation accused the management of making a scapegoat of drivers, and said the real culprits were the unjust duty hours.

All talk of introducing modern technology to enhance safety in the railways seems farcical given the fact that even something as basic as ensuring adequate rest for the men behind the machines is so callously neglected. Considering that the lives of lakhs of passengers who travel by the railways every day is in the hands of these loco drivers, their remaining alert at all times is crucial. That can hardly be expected if they are fatigued and sleep deprived. Safety apart, there is the issue of the right of the loco drivers to decent working conditions. Surely the government that lays down labour norms for all should at the very least ensure that its own entities provide decent working conditions. Clearly, the vacancies need to be filled, the sooner the better.

The central Bureau of investigation (cbi)has asked the vigilance wings of various central governament departments, banks,public sector units and the railways to prepare an "agreed list" of corrupt officials,points of corruption in departments and undesired contact men.
speaking to vigilance officials on saturday,CBI Joint Director V.V.Lakshminarayana said that they must keep a tab on the lifestyles of officials and must also block the points of corruption.
"While we are unable to keep a check on the agreed list due to shortage of man power,we should not post them(officials on the list) in sensitive places and points of corruption," he said.
"Lists of undesirable contact men moving in departments that involve middlemen shall be prepared and officials will be asked to be cautious about them," Mr.Lakshminarayana added.
CBI Joint Director,stressing on the needs of surprise checks in government offices, said," During my college and school days we used to hear about the then chief minister N.T.Rama Rao conducting surprise checks on hospitals at midnight.NTR's checks had put lot of fear among corrupt officials.We should do such kind of surprise checks in departments to prevent corruption."He added that CBI has decided to conduct joint surprise checks along with the departments.
Mr.Lakshminarayana said that in departments like railways there was the possibility of corruption in the tendering process and for banks it was housing loans.

Departmental action against over 2,600 Railway employees

NEW DELHI: More than 2,600 Railway officials have faced departmental action during the first five months of this year for alleged irregularities in discharging their work. 
 

Out of the total of 2,648 employees who are under the scanner of the vigilance department, 333 were in Central Railways, followed by 312 in Western Railway and 308 in Northern Railway zone, according to Railway Ministry data. 
 

Besides, 222 were from North Western Railway, 207 from East Central Railway, 188 from North Frontier Railway, 156 from Southern Railway and 143 from South Central Railway among others, it said. 
 

The department has carried out 10,389 preventive checks between January and May this year and found that 87 gazette and 2,561 non-gazette officers were allegedly involved in various illegal practises. 
 

The Vigilance Wing of the Railways had also made recovery of over Rs 13 crore from the preventive checks carried out in different railways' zones. 
 

"We carried out these checks to ensure that Railways employees do not indulge in corrupt practices. The drive will be intensified in future," a Railway Ministry official said.


The Railways, which has about 13.50 lakh employees, is divided into 16 zones for operation and management.


An earning of Rs 19.26 crore, by way of undercharges on overloaded goods, was made due to vigilance checks conducted by Railways between January and April this year. 
 

Besides, recovery of Rs 1.96 crore was effected through checks in mass contact areas and parcels.

MLAs Also to Issue Income Certificate for ‘Izzat’ Scheme of Railway Travel W.E.F. 1.7.2011

Ministry of Railways have decided that the Income Certificate issued by Members of Legislative Assemblies (MLAs) of various States and Union Territories will also be accepted for issue of “Izzat’ monthly Season Tickets (MSTs) for the benefit of persons working in unorganized sectors. This provision will be effective from 1st July, 2011. This facility will be in addition to the five kinds of certificates already permitted under the ‘Izzat’ Scheme. 

Under ‘Izzat’ scheme, Monthly Season Tickets (MSTs) @Rs. 25/- per month per person is issued for the benefit of persons working in unorganized sector with monthly income not exceeding Rs. 1500/- for travel up to 100 kilometers from the station serving their place of residence. Presently ‘Izzat’ MSTs are issued on production of (i) income certificate from the District Magistrate; or (ii) income certificate from MP of Lok Sabha, or (iii) letter of recommendation from Union Minster or MP of Rajya Sabha to DRM, or (iv) BPL card or any other certificate issued by Central Government under a recognized poverty alleviation programme and (v) under exceptional circumstances, DRMs are also authorized to issue income certificates. 

In addition to the above, Ministry of Railways have now decided that w.e.f. 1.7.2011 the income certificates issued by MLAs of various States & Union Territories will also be accepted for issue of ‘Izzat’ MSTs subject to the following conditions: 

I. The MLAs should issue income certificates to persons belonging to their constituencies only; 

II. The format of the income certificate will be as enclosed; 

III. The income certificate issued by MLAs will be one-time use only, i.e. the original Income Certificate issued by MLA will be retained by the Railway staff at the time of issue of ‘Izzat’ MST; 

IV. A fresh income certificate from the concerned MLA will be required every time the concerned person approaches the station for purchase of ‘Izzat’ MST. 

V. This provision is being done on pilot basis for a period of three months. 

All Zonal Railways have been requested to send monthly figures of usage of ‘Izzat’ MSTs, based on which a review will be done.

Extending Concession to Orthopaedically Handicapped/Paraplegic Persons in Rajdhani and Shatabdi Trains


Ministry of Railways Issues Notification for Extending Concession to Orthopaedically Handicapped/Paraplegic Persons in Rajdhani and Shatabdi Trains 

The New Facility to be Effective from 1st June, 2011
Ministry of Railways has issued a notification for extending the concession in Rail fares admissible to Orthopaedically/paraplegic persons in Rajdhani/Shatadbi trains also. This comes as a follow up to the announcement made in Railways Minister’s Budget speech for 2011-12 on 25th February, 2011. 

Accordingly, Orthopaedically handicapped/paraplegic persons who cannot travel without the assistance of escort are eligible for 25 per cent concession in 3-AC & AC Chair Car in all inclusive fares of Rajdhani and Shatabdi trains. The same concession will also be admissible to one escort accompanying the concerned handicapped person. 

There is no change in other terms and conditions. 

The concession will be effective on tickets purchased on or after 01.06.2011. In case of tickets already issued for travel on & after 01.06.2011 refund or difference of fares will not be admissible.

One Commando training centre for the Railway Protection Force is being set up at Canning (Eastern Railway), West Bengal at an estimated cost of Rs. 26.70 crore.

The above training centre is being set up to impart specialized commando training to the Railway Protection Force/Railway Protection Special Force personnel keeping in view requirements for better protection and security of railway property, passenger are and passengers. It will function as in-house commando training centre of the RPF and end dependence of the RPF or other Forces for getting slot for commando training. 

Work has been approved in 2010-11. Instructions have been issued for developing required infrastructure on priority. 

This information was given by the Minister of State for Railways, Shri K.H. Muniyappa in a written reply in Lok Sabha today.

CONSULTATIVE COMMITTEE MEETTING OF MINISTRY OF RAILWAY HELD.

The Minister of Railways, Mamata Banerjee has said that Indian Railways is committed to provide quality amenities and services at the stations and on the trains for convenience of the passengers for which comprehensive norms have been adopted by the Railways. The Railway Minister was speaking at the meeting of the Consultative Committee of Members of Parliament for Ministry of Railways here yesterday. The Minister of State for Railways, Shri E. Ahamed was also present. The agenda for this meeting was “Passenger Amenities and Services”.

Referring to the Adarsh Stations Scheme introduced in 2009, the Railway Minister said that Adarsh stations are being provided with basic facilities such as improved lighting arrangement, drinking water, water coolers, adequate toilets and catering services, waiting rooms and dormitories for lady passengers, better signages etc. She pointed out that 584 Stations have been selected since 2009 for upgradation under Adarsh Stations Scheme. Out of these, 355 stations have already been developed and another 109 stations are targeted for development by March 2011. She directed Railway Board to expedite the work of Adarsh Stations so as to complete the target within the current financial year.

She also emphasized on expediting the work on Multi Functional Complexes under which facilities like shopping, food stalls, restaurants, book stalls, telephone booths, medicine stores, budget hotels, underground parking are to be provided. 160 stations have been selected since 2009 for the development of multi-functional complexes. Referring to the New Catering Policy 2010, the Minister pointed out that this policy has acknowledged catering as passenger service with emphasis on quality, hygiene with economic price alongwith improved supervision and monitoring system. All India grid base kitchens are to be constructed in Railway premises.

Mamata Banerjee said that, fully mechanized laundry systems for linen management are being developed. She also informed the Committee that the Additional General Managers of each Zonal Railway have been nominated to be available for interaction with the Members of Parliament on various Railway related issues. She thanked the Committee Members for giving various suggestions for improving the passenger amenities.

Earlier, on the directions of Railway Minister, Chairman, Railway Board, Shri Vivek Sahai outlined the brief agenda of the meeting. Shri Sahai said that during the last five years, expenditure on passenger amenities increased by a whooping 307 per cent i.e. from Rs. 222.70 crore in 2004-05 to Rs. 906.37 crore in 2009-10. He informed that an enhanced allocation of Rs. 1302 crore has been made for passenger amenities in the current financial year. Shri Sahai explained the seven categories of stations for providing different levels of amenities. He talked of minimum essential amenities, recommended amenities and desirable amenities. He also mentioned about the scheme of On Board House Keeping Services (OBHS) in important trains.

The Members participating in the Consultative Committee meeting made several suggestions on improving passenger amenities. They specifically made suggestions on providing clean linen, better coaches in prestigious trains like Rajdhani, providing green toilets, catering services, improving punctuality etc. Some Members also requested for expediting work on various pending projects of doubling, gauge conversion, footover bridge etc.

Global Positioning System

            A Global Positioning System (GPS) based fog safe device has been developed which displays name of approaching signs and other critical landmarks in advance even during poor visibility condition. It is expected to help reduce stress on Loco Pilots while running trains in foggy weather. It also indicates that a signal post is approaching, though it can not indicate the aspect (Red, Yellow and Green). The cost of each device is approximately Rs. 36,000.

It is proposed to provide about 1458 units for Indian Railways. Such devices are portable devices which would be carried by the Loco Pilots and put in the loco cabs at the start of the journey and would be removed and carried back with him when he leaves the locomotive after completion of his duty.

This information was given by the Minister of State for Railways, Shri E. Ahamed in a written reply in Rajya Sabha today.

Safety Related Retirement Scheme (SRRS) for Drivers and Gangmen.

Safety Related Retirement Scheme (SRRS) was introduced in January 2004 exclusively for two frontline safety categories i.e.. Drivers and Gangmen. 

The ward of the employee seeking retirement under the scheme is considered for appointment in the respective category subject to fulfillment of eligibility / suitability etc. The existing scheme has been renamed as Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS) and will cover all safety categories including Gangman with grade pay of Rs. 1800/-. 

The condition of having minimum 33 years qualifying service has been reduced to minimum 20 years and the eligibility age group from 55-57 years to 50-57 years. However, in the case of Drivers, the condition of qualifying service i.e. 33 years and eligibility age group i.e. 55-57 will remain the same. 

The scheme will result in younger workforce and boost morale of staff by way of provision of job to their eligible dependent wards.
