New Direct Tax Code: Pay less in taxes from April 2011
The Cabinet has cleared the Direct tax code and will be introduced in Rajya Sabha, and referred it to a select committee, during the monsoon session.
The new provisions under the Direct Tax Code are as follows:
- Tax for income between Rs. 2 lakh - Rs. 5 lakh: 10%
- Tax for income between Rs. 5 lakh - Rs. 10 lakh: 20%
- Tax for income over Rs. 10 lakh: 30%
Corporate tax has been kept at 30%.
The new Code comes into effect from April, 2011.
After the approval of the Cabinet, the decks are cleared for tabling the legislation in the Monsoon Session of Parliament so that the new Act ushering in reduced tax rates and exemptions may come into effect from next fiscal.
When enacted, the Code will replace the archaic Income Tax Act and simplify the whole direct tax regime in the country.
The Code aims at reducing tax rates, but expanding the tax base by minimising exemptions.
The Finance Ministry had earlier come out with a draft on the (Direct Tax Code) DTC bill, some of whose provisions drew strong criticism from industry as well as the public.
To address those issues, the ministry brought out the revised draft, dropping earlier proposals of taxing provident funds on withdrawal and levying Minimum Alternate Tax on corporates based on their assets.
"As of now, it is proposed to provide the EEE (Exempt-Exempt-Exempt) method of taxation for Government Provident Fund (GPF), Public Provident Fund (PPF) and Recognised Provident Funds (RPF) ...", the revised DTC released by the Finance Ministry said.
The revised draft also puts pensions administered by the interim regulator PFRDA, including pension of government employees who were recruited since January 2004, under EEE treatment.
The first DTC draft had proposed to tax all savings schemes including provident funds at the time of withdrawal bringing them under the EET (Exempt-Exempt-Tax) mode.
Under the EEE mode, the tax exemption is enjoyed at all the three stages - investment, accumulation and withdrawal.
The earlier DTC draft had proposed to reduce the corporate tax to 25 per cent from the present 30 per cent. The revised proposal has also made it clear that tax incentives on housing loans will continue. Payment on interest on housing loans up to Rs. 1.5 lakh will continue. The earlier draft was silent on housing loans.

Central Govt. employees can study distance education from IGNOU and get fees reimbursed
The purpose of the Programme is to increase the availability and flexibility of options open to employees for enhancing their knowledge and skills in order to improve the functioning of Government organisations and the delivery of services to the public.
2. Eligibility:
(i) The Programme is open to Central Employees (working in Ministries/Departments/Attached offices) and the faculty members of State Apex Training Institutions. The officers working under Public Sector Undertakings are not eligible for the Programmes covered under this Programme.
(ii) The specific conditions of eligibility of employees (including level of employee and Ministries covered) for each module/course will be decided for each course/module and notified from time to time by DoPT.
3. Types of Courses Offered under the Programme
The following category of courses are open for enrolment under this programme:-
(i) Short-Duration Specialised modules:-
The specialised Modules are basically oriented to cater to the requirement of Government employees in a specific domain.
(ii) Certificate Programmes:
(iii) Masters, PG and PG Diploma Programmes.
4. Notification of Courses/Programmes:-
The menu of courses/programmes on offer shall be reviewed annually by the Committee headed by the Joint Secretary, Training, Department of Personnel and Training with the members drawn from different Ministries.
Besides recommending the programmes to be offered under this Programme, the Committee shall also make recommendations on the eligibility of the employees of different Ministries for the select courses.
5. Course review committee for upgrading the course material:-
(i) For certain Ministry specific courses, respective Nodal Ministry will be represented in the Course review Committee of IGNOU. The committee may also co-opt the following:-
(a) Representative of the nodal Ministry
(c) Director in charge distance learning in DoPT
The Course Review Committee may meet from time to time to review the course content based on the general feedback and make such recommendations as deemed necessary.
6. Admission Procedure
(i) The employees concerned have to apply directly in response to the admission notification of IGNOU subject to availability of funds.
(ii)The number of seats for Employees in each programme shall be limited to 50 and these will be offered on a first come first served basis.
7. Payment and Reimbursement of Fees
(i) The employees enrolling for the courses under this Programme will pay the required course fees to IGNOU. The amount so paid shall be re-imbursed to the employee on his/her successful completion of the course by IGNOU.
(ii) Employees failing to complete the course in the time limits and / or with the minimum qualifying grades prescribed by IGNOU shall not be eligible for any reimbursement.
(iii) Reimbursement for the Masters programme is available to an employee only once in his/her career.
(iv) The participants are eligible to enrol for only one programme at a time under this Programme.

July 29: The ideal Indian man is now five kg heavier and the ideal woman weighs 10 kg more than their ancestors in the pre-Independence era. The Centre has fixed the weight of the Indian “reference man” at 60 kg and the Indian “reference woman” at 55 kg.
These figures will now be taken as the standard weight for Indian adult. The earlier values were 55 kg for the man and 45 kg for the woman, and were fixed before Independence.
These new anthropometric values were suggested by an expert committee on daily recommended dietary allowance appointed by the Indian Council of Medical Research.
According to the committee, the ideal or reference man of India is between 18 and 29 years of age and weighs 60 kg with a height of 1.73 metres and a body mass index of 20.3. He is free from disease and physically fit for active work.
Likewise, the reference woman is aged between 18 and 29 and weighs 55 kgs with a height of 1.61 metres, a body mass index of 21.2. She should also be non-pregnant and non-lactating and physically fit for active work. Based on these new anthropometric values, the total calorie intake for an Indian adult man has been fixed at 2,320 kilo calories if he leads a sedentary life.
The values for moderate work and heavy work respectively are 2,730 kilo calories and 3,490 kilo calories. The corresponding figures for the ideal Indian woman are 1,900 kcal, 2,230 kcal and 2,850 kcal.
“For any nation to have its own recommended dietary allowance there needs to be an ideal or reference man and woman,” said Dr B.S. Narasinga Rao, chairman of the experts committee. “We have arrived at the new values based on the present day conditions,” he said.
The earlier values were fixed before Independence (1936-1944) on the recommendations of the committee of nutrition, British Medical Association, and the health committee of the League of Nations.

DA from July 2010 : AICPIN for the month of June-2010 published by Labour Bureau
Just now All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 value has been released by Labour Bureau. The value of the index stands at 174 level, so in this situation, the Dearness Allowance for Central Government Employees will be rised 10% and total of 45% (35% + 10%).
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2010 increased by 2 points and stood at 174 (one hundred and seventy four).
During June, 2010, the index recorded an increase of 8 points in Varanasi centre, 6 points each in Quilon and Giridih centres, 5 points in 4 centres, 4 points in 8 centres, 3 points in 13 centres, 2 points in 17 centres and 1 point in 19 centres. The index decreased by 1 point each in Ludhiana and Ghaziabad centres, while in the remaining 12 centres the index remained stationary.
The maximum increase of 8 points in Varanasi centre is mainly due to increase in the prices of Rice, Wheat, Fresh Milk, Onion, Vegetable and Fruit items, Electricity Charges, Bus Fare, Tailoring Charges, etc. The increase of 6 points in Quilon centre is due to increase in the prices of Rice, Fish Fresh, Onion, Vegetable and Fruit items, Cigarette, Tailoring Charges, etc. and in Giridih centres it is due to increase in the prices of Mustard Oil, Fish Fresh, Turmeric Powder, Vegetable and Fruit items, Soft Coke, etc. However, the decrease of 1 point each in Ludhiana and Ghaziabad centres is due to decrease in the prices of Onion, Vegetable items, Sugar, etc.
The indices in respect of the six major centres are as follows :

6. Mumbai -171
The point to point rate of inflation for the month of June, 2010 is 13.73% as compared to 13.91% in May, 2010.
