Indian Railway Finance Corporation Limited Offers Tax Free Bonds
Tranche-I to Raise upto Rs. 6,300 Crore
Public Issue to Open Tomorrow
Indian Railway Finance Corporation Limited (IRFC), the financing arm of Indian Railways, is proposing to issue Tax Free, Secured, Redeemable, Non-Convertible Bonds of face value of Rs. 1,000 each in the nature of Debentures, having benefits under Section 10(15)(iv)(h) of the Income Tax Act, 1961, as amended (‘Bonds’) aggregating to Rs.3,000 crore with an option to retain oversubscription of upto the shelf limit of` Rs. 6,300 crore (‘Issue’). 
 
 
The application for subscription of Bonds should be for a minimum of 10 Bonds and in multiples of 5 Bonds thereafter. The Issue will open for subscription on January 27, 2012, and close on February 10, 2012, or earlier (subject to the Issue being open for a minimum period of 3 days), or extension by such period, upto a period of 30 days from the date of opening of the Issue, as may be decided by the Board of Directors or by a duly constituted committee of the Company. The Bonds shall carry a coupon rate of 8.00% p.a for 10 years (Series I) and 8.10% p.a for 15 years (Series II). An additional coupon rate of 0.15% p.a. and 0.20% p.a. on series 1 and series 2 respectively shall be available to Resident Indian individuals, Hindu Undivided Families through the Karta and Non Resident Indians on repatriation as well as non-repatriation basis, applying for an amount aggregating upto and including Rs.5 lakhs across all Series in the tranche (available only to the original allottees). The Bonds are proposed to be listed on NSE and BSE.
 
 
 
The Bonds have been rated ‘CRISIL AAA/Stable’ by CRISIL, ‘[ICRA] AAA’ by ICRA and ‘CARE AAA’ by CARE, indicating highest degree of safety for timely servicing of financial obligations.
 
 
Investors will have an option to hold the bonds either in physical or in demat form. The Bonds will be secured by way of a pari passu charge on the movable assets of the Company comprising of rolling stock such as wagons, locomotives and coaches.
 
 
 
SBI Capital Markets Limited, A. K. Capital Services Limited and ICICI Securities Limited are the Lead Managers to the Issue. Indian Bank shall be the Trustee to the Issue.
The Company intends to utilize the Issue proceeds for financing the acquisition of rolling stock and financing the capacity enhancement works in the Indian Railways. 
 
 
All investors proposing to participate in the Issue should invest only on the basis of the information contained in the Shelf Prospectus and the Prospectus Tranche-1, both dated January 19, 2012.

IRFC is the financing arm of the Indian Railways. 100% shareholding in IRFC is held by the President of India acting through Ministry of Railways. The Company has been notified as a Public Financial Institution under Section 4A of the Companies Act, 1956 and registered as a Non-Banking Finance Company without accepting public deposits (Infrastructure Finance Company) with the Reserve Bank of India. The Company’s principal business is borrowing funds from the commercial markets to finance the acquisition of new rolling stock which is then leased to the Indian Railways. IRFC is a consistently profit making Public Sector Undertaking that has funded rolling stock of book value of Rs.69,843 crore (5,567 locomotives, 33,856 passenger coaches, 14,90,300 freight wagons and 85 cranes and track machines) for Indian Railways (as on 30.09.2011). Net worth of IRFC as on 30.09.2011 stood at approximately Rs.4,487.50 crores with Nil Non-Performing Assets. The Company recorded a net profit after tax of Rs.485.20 crore for year ended 31.03.2011 compared to Rs. 442.69 crore for year ended 31.03.2010.

Jhansi. Railway Protection Force in charge of the railway's property to steal half a dozen people have been arrested. Who have recovered some materials. Police are legal proceedings against them. Are told that the theft of railway property in the face develop the RPF is the frequent complaints. Which the department was summoned to answer. RPF had taken the matter seriously  and arrested   the men . The RPF says about the accused in the proceedings is being accused of theft of railway property and iron ,. Which is closely questioning the RPF.

The high power committee constituted by the Ministry of Railways to review the duty hours of running and other safety categories of staff on Railways on Wednesday held discussions with various trade unions here.
The four-member panel headed by D.P. Tripathi, former Secretary, Ministry of Food processing Industries, was in Chennai as part of consolidating views from employees across zonal Railways. The Committee is reviewing daily/weekly duty hours and rest at head quarters and out station for the running staff in all categories of trains, the list of safety categories on the Railways, and recommend daily/weekly duty hours and weekly off for the staff in safety categories.
It is also examining the proposal for monetary compensation for work beyond duty hours/breach of rest in exigencies of service for running staff/staff in safety categories and the facilities for out-station rest and other amenities. Among the petitions the panel is examining is a memorandum submitted by the All India Loco Running Staff Association, which while welcoming the constitution of the high-power committee, also demanded a better balanced composition for the panel, whose prominent failing was the presence of three former Railway bureaucrats and the absence of a judicial member.
The AILRSA memorandum also stated that the absence of representatives from the Ministry of Labour or trade unions was glaring omission that rendered the high power committee untenable. It also called for evolving guidelines on crew scheduling and a scientific study to fix duty hours of loco running staff.

Today midnight ( 16/17.January 2012 )  nearly 30-50 running staff ( loco pilots ) at Daud jn.( under Solapur Division) depot... stopped trains (Nanded Exp. , Rajakot Exp. etc.), nearly for 2-3 hrs.in protest that shri Shushil Kumar ALP/DD.assaulted by local gundas for money ( hapta).Now he is in hospital.After DRM/ADRM intervention, ADME/RPF.Inspector/GRP-Inspector/ daud SS assured jointly in writing, hence trains allowed to move.

SPECIAL CLASS RAILWAY APPRENTICES’ EXAMINATION, 2011

Against the 42 vacancies reported by Railway Ministry, the following is the list, in order of merit, of 42 candidates { 19 General(including 02 PH-I), 13 Other Backward Classes (including 01 PH-I) 06 Scheduled Castes and 04 Scheduled Tribes (including 01 PH-I)} who have been recommended by the Union Public Service Commission for appointment as Special Class Railway Apprentices in the Indian Railways Service of Mechanical Engineers.
This recommendation is on the basis of result of the Special Class Railway Apprentices’ Examination, the written examination for which was held on 31st July, 2011 followed by Personality Test from 19th December, 2011 to 21st December, 2011. The medical examination for these recommended candidates shall be onducted by the Ministry of Railways. A communication for medical examination is expected to be issued by
the Ministry of Railways to the candidates individually within 21 days from the date of declaration of final result.

A brief on the outcome of the meeting of the National Anomaly Committee held on 5th January 2012 is given below.

BRIEF ON THE DISCUSSIONS HELD IN ANOMALY COMMITTEE MEETING

The IV meeting of the National Anomaly Committee was held on 5.1.2012. The meeting was chaired by Shri Mishra Secretary DOP&T.

The Chairman welcomed all members of Official and Staff Side and expressed New Year Greetings while making his introductory remarks.


The Leader Staff Side also welcomed the Chairman and gave new year’s Greetings. The following issues were raised by him and by other Staff Side Members:-


1. Meeting of the National Council and other forums should be convened as often as possible and at least once in four months.

2. The issue relating to increment should be resolved in this meeting.
3. Issues relating to MACP may be allowed to be settled departmentally.
4. The 2 (actually 11) items which have not as yet been included in the agenda should be included and discussed by arranging another meeting.
5. The meeting of the National Council which has not met for about 2 years may soon be convened.
6. Issues relating to Loco Drivers (not getting any benefit of MACP) should be discussed and resolved on priority basis.
7. Several decisions taken in the Railway Departmental Anomaly Committee have been referred to Department of Expenditure long time back, but these have not been disposed of. This may be expedited.

The following agenda items were then discussed on the basis of Status Note given by the Official Side:-


Items No. 1 to 4 & 5 (iii) – Anomaly in fixation of pay band in case of merger of pay scales
.

The Staff side reiterated that since the pre-revised scales 5000-8000 [S9]; 5500-9000 [S10]; 6500-9500[S11]; and 6500-10500[S12] were merged and all are given the benefit of placement in the new Grade Pay 4200 equivalent to pre-revised 6500-10500 scale, the starting of the Pay Band 2 cannot be computed on the minimum of the erstwhile S9 Scale of Pay viz., Rs.5000/-. In fact the commencement point of the Pay Band 2 should be at Rs.12090/- based on the minimum of S12 scale [6500X1.86 = 12090] instead of Rs.9300/- computed by multiplying Rs.5000/- by 1.86.


The Official Side however insisted that what has been recommended by the Commission is correct in terms of the above principle stated by the Commission; This was not acceptable to the Staff Side.


The official side then stated that this item may be further discussed in the next meeting.

tem No 5 (i) and 34 & 35 – Reopening of the option for fixation of pay on promotion.

The Staff Side pointed out that the orders reopening the option up to 31.12.2010 was received in the lowest formations late & therefore all persons could not exercise the reopening option and therefore it should be extended up to 31.12.12. Defense Staff Side also raised the issue of not allowing this option to those who have been promoted to Master Craftsman upgraded post as because final orders have been issued late.


The official side agreed to refer these matters to DOPT, which would be considered and decided.


Item No. 5 (iii) – Special Allowance & Qualifying Pay.


The Staff Side pointed out that special qualifying pay may have been treated as allowance but it is treated as pay for purpose of fixation of pay on promotion to higher post. The result is that senior employees who have been promoted during the period 1.1.2006 to 31.8.2008 get the benefit of pre-revised qualification pay when they have been promoted whereas the junior employees promoted on or after 1.9.2008 have been granted the benefit of doubled qualification pay and therefore the seniors are getting fixed at lower stage.


The official Side agreed to look into this matter


Item No.5 (iv) – Anomaly in fixation of pay between Direct Recruits & Promotees.


The Staff Side pointed out that in terms of FR 22 no person who is promoted should be fixed below the minimum of the Pay Scale of the higher post and as the system of Pay Bands have been introduced clubbing several posts, the Commission has devised a formula for fixing the entry pay (which is always the minimum) for fresh recruits. That being the case all promotes have to be fixed not below the said minimum i.e. the entry pay of the fresh recruit for each grade pay.


Official side insisted that what they have ordered i.e. stepping up the pay of promotes to the post subject to certain conditions is more than enough and if there are certain difficulties, these may be referred to be considered.


The Staff Side however insisted that all the conditionalities may be withdrawn and all Promotees may be fixed at the entry pay of that post for the direct recruitee if there is a quota for direct recruitment in that post irrespective of any new recruitee has joined the post or not.


The official side stated that the matter may be discussed in the next meeting.


Item No (v) – Date of Next Increment.


The Staff Side urged for grant of one increment in pre revised pay scale on 1.1.2006 as one time measure in respect of all those whose next increment would be between 1.2.2006 to 30.6.2006 and then re-fixing them in the revised pay band and to grant next increment on 1.7.2006. This is only as a one-time measure and we would not demand similar treatment in respect of others.


The official side then agreed to the above formulation.


Item No 5 (vii) – Temporary Status casual labourers.


The Staff Side pointed out that as per the scheme of Temporary Status, these employees have been granted the pre-revised minimum of Rs.2550-3200 applicable to the lowest post with the benefit of annual increment etc. Therefore so far as pay scale are concerned they are being treated as regular employees. They have to be granted the Grade Pay of Rs.1800 and fixed at Rs.7000 with effect from 1.1.2006 if they are already matriculates and if not they should be given the training and then fixed at Rs.7000 with grade pay of Rs.1800 w.e.f. 1.1.2006.


The official side noted this demand and assured consideration.


Item No.11 – Grant of Revised Allowance w.e.f. 1.1.2006.


After discussion it was indicated that the issue may be discussed further in the next meeting before recording a disagreement if necessary.


Item No 12& 13 – Transport Allowance.


The Staff Side pointed out that the calculations desired by the official side are already available in item no. 13. It has been pointed out that Transport Allowance at the rate of Rs. 3200 granted to those in PB-3 of grade pay Rs.5400 and above is 2.9 times of their pre-revised TA+CCA which was Rs.1100. The Transport Allowance in respect of Grade Pay of Rs.4600 & 4200 has been revised to Rs.1600 which is only 2.28 times of the pre-revised TA+CCA amounting to Rs.700/-.


The demand was that the raise granted in respect of grade pay of Rs.4600 & 4200 should also be 2.9.times of Rs.700 which would work out to Rs.2030.


The official side stated that this is a new demand and cannot be treated as anomaly.


The Staff Side then stated that this item would be included in the agenda of the National Council


Item No.14 – Revision of the existing allowance which are to be replaced by new schemes.


In the last meeting it was stated that if within six months the new schemes are not finalized and introduced, the rates of these allowance like risk Allowance & Patient Care Allowance would be doubled.


The official side agreed to take a decision in this matter within a month’s time i.e. latest by 5.2.2012.


Item No.15, 16, 17 – Parity in pension.


In Para 5.1.47, the VI CPC has stated that in order to maintain the existing modified parity between present and future retirees it will be necessary to allow same fitment benefit as is being recommended for existing employees.


Having so recognised the maintenance of parity between the present and future retirees, the Commission has not extended the following liberalization benefits.


- Full pension after completion of 10/20 years of qualifying service


- Last pay drawn for determination of pension if it is more advantageous than the average emoluments and


- 50% of Grade Pay as against 40% of pre-revised basic pension


Benefit of these liberalisations may be extended to present pensioners w.e.f. 1.1.2006 (we do not want arrears) so that parity between present and future retirees is ensured as desired by the VI CPC.


The official side suggested that the matter may be discussed in the next meeting and disagreement if necessary will then be recorded.


The Staff Side also pointed out the latest judgment of full bench of Principal Bench of Central Administrative Tribunal according to which the clarificatory orders issued by Department of Pension dated 30th October 2008 for determining the modified parity has been quashed and Government has been directed to grant 50% /30% of sum of minimum pay in the pay band and grade pay of the corresponding pay scale of the post from which the employee had retired and re-fix the pension / family pension with effect from 1.1.2006 and pay arrears.


The official side stated that the Judgment is being considered and decision would be soon taken.


Item No. 20 – Daily Allowance on Tour.


The Staff Side insisted that rates of daily allowance may be doubled if the present system of reimbursement on the basis of actual expenditure on conveyance, boarding and lodging etc. are not suitable / practicable in the case of employees who go on tour to places where there are no such hotels / restaurants and the Auto drivers do not issue the receipts.


They also pointed out that when all allowances have been doubled and the Railway has also already doubled the rate of daily allowance on tour, why the Government should insist that DA should be at the pre-revised rates which are quite inadequate to meet the expenses on conveyance, boarding and lodging.


The matter was deferred to be discussed in the next meeting.


Item No. 24, 25, 26 – Commutation of pension.


The Staff Side demand is that option of Commutation had been given when a person retires. The commutation was allowed in terms of pension then fixed on the basis of pre-revised pay etc on the day following the date of retirement and in terms of the Table then in force.


If as a result of revision of pay and consequent revision of pension, additional amount of commutation arose the table which was applicable on date of retirement will have to be operated.


The New Table which has come in to force on or after 1.9.2008 cannot be made applicable in determination of additional commutation value which Table was not in existence on date of retirement.


The official side deferred this item for next meeting and to consider recording of disagreement if need be only in that meeting.

tem No. 28 – Grant of Grade Pay of Rs. 5400 in PB-2 for Asstt. Accounts/Audit Officer.

In the last meeting it was agreed that this and other connected issues would be discussed separately outside this forum by the Jt. Secretary (Estt.) & Jt. Secretary (Pers) with the Staff Side.


Though a detailed note has been sent to the above officers, no meeting has been fixed to discuss the note.


It was stated that a meeting would soon be fixed.


As there was no time, it was decided that next meeting of the National Anomaly Committee may be fixed soon and before the Budget session of Parliament commences.

5 killed , 14 injured in jharkhand rail mishap

Five passenger of the New - Delhi bound Brahmaputra  mail train were killed and 14 others are injured when a sleeper coach of the train derailed after being killed by a stationary goods train in northern jharkand on Wednesday morning.six  railways officials are suspended and a probe was ordered.

low visibility due to fog and goods train having a faulty engine were cited as possible reasons for the impact between the s-9 sleeper coach of the Dibrugarh-new Delhi train and the goods train at Karanpurato station of jharkhand;s sahibganj district,under eastern railways,at round 5:50am.the suspension of six  officials-- three on duty in the goods train  and other three working at the railway station- pointed at human error and dereliction of duty as the mishaps sources.

according to Indian railways PRO  Anil saxena, The brhamaputra mail was hit by the goods train ,which had also come from dibrugarh,as the later started rooling from another line.the pantry car of the train also suffered damage.the injured were rused to local hospital for treatment.four of the dead people were identified till evening.

The railways has announce ex-Gracia compensation of Rs. 5 lakhs for the kin of each dead and Rs. 50 thousand for each of the grievous injured. Those with miner injury will be get Rs. ten thousand. Railway minister Dinesh trivedi expressed his heart felt condolence and asked the commissioner of railway safety ( ester en circle ) to probe and summit a detailed report. said officials.

The last night train accident at Phulia station reminds us the mishaps
of Gaishal,Uttar banga express at Sainthia and jnaneswary express

   The details of the accident at Ranaghat-Shantipur single line
section in Sealdah DIV/ER Railway at Phulia station are given
hereunder......


  The up Santipur local was receiving at loop line of Phulia station
for crossing with Dn Santipur Sealdah local which was due to enter the main line.


  According to source --- statement   R.S. Yadav the LPP/down train
noticing the put back of home signal and then observing the caution
home signal for main line but the train entered the loop line and
occurred the HEAD ON COLLISION with the up train .As a result on death and about 60 men was injured.Expecting pubic panic the LPP of up train Mr.Manaranjan Ghosh fled.


  According to the statement given by railway authority Mr.R.S.
Yadav passed the home signal in danger condition and the train was
50kmph.

 He noticed that the chips of speedometer was removed without any witness.


 It is not clear that even if the LPP cross the danger signal in and
enter locking panel controlled  by station ..how the down train could enter the same line where the up train was occupied.


 At present EMU passenger likewise trains are servicing under
recommendation of ERMC which was violating the HOER. Each LPP has to perform 15 to 17 over night duties and they have to stay 48 hrs out of home station.There are very short rest break in between 2 to 3 train working in a day in our tremendous busy suburban area.More over it should be noted that one man train operation is undoubtedly dangerous.

 AILRSA has submitted Memorandum against the present link.But no remedial measure has been taken.


 We think that the accident took place only due to the present
unscientific and inhuman link .It  has been noticed in our Sealdah DIV. without any proper infrastructure,huge vacancy  of LP/ALP, lack of proper psychological test, train services beyond traffic capacity are being done by goods driver---- are the cause of day by day mishaps. All this  irregularities are being supported by some other Federation leaders only for giving political popularity.

NEW DELHI:  Now bullet trains  run , that day is not far in  India. In this case , southern state of Kerala has won the race..Not only the high-speed rail corridor surveys for the Delhi Metro Corporation (DMRC) has been compromised.The bullet train from  Thiruvananthapuram to Kasargod in Kerala, about 600 km north , this  distance the bullet  train will come in just two hours. The project is expected to be completed in 2020.
The Chief Minister is expected that this project will fund a large number of migrant people of Kerala.

 The Indian railways is set to announce a round the clock , countrywide helpline number for rail user .Though an official announcement is awaited the help line number likely to be 135.The railway protection force ( RPF) will be mandated to operate and maintain the help line service.which will have its control office in new Delhi.Staff which will included , some of RPF personal would be given the require training to operate the service.

NEW DELHI: Indian Railways is going to help you further. Now he has a feature for travelers making them very comfortable and come off - would remove the problem.

This feature is called 'mushkil aasan  "and the railway is being implemented in many parts of the country. The railway reservation centers in remote areas to facilitate your reservation has started sending mobile vans. The van ticket machines, computers and will be equipped with Wi-Fi. Easy to cut off their through tickets anywhere. Reservation will only get the van through the passenger rather simple ticket will be cut off. The van city or town would stand in any convenient place where people can come easily.

The van will go to areas where the reservation center or ticket centers will not. This will allow those who can not go off ticket. Elderly - women paid to this feature is quite convenient.
