Govt approves 9.5% interest on PF deposits for 2010-11

The finance ministry on Thursday approved higher interest rate of 9.5 per cent to over 4.7 crore depositors with the Employees Provident Fund Organisation (EPFO) for 2010-11.

The EPFO had been paying 8.5 per cent interest on PF deposits since 2005-06.

In September last year, it had recommended an increase in interest rate to 9.5 per cent for 2010-11 after discovering Rs 1,731 crore surplus in their books of accounts.

"The finance ministry has ratified 9.5 per cent rate of return on PF deposits for 2010-11. We have received a notification in this regard," Central Provident Fund Commissioner Samirendra Chatterjee told the news agency.

Chatterjee further added that "our calculations regarding Rs 1,731 crore surplus in the interest suspense account were found correct by the finance ministry and so they approved this higher rate of return".

The finance ministry’s approval is subject to the condition that any shortfall on account of payment of 9.5 per cent rate of return would be met by making adjustments in the interest rate in 2011-12.

Chatterjee, however, said that there would be no need for making any adjustment in the next fiscal as "EPFO calculations are correct regarding the discovery of a surplus of Rs 1,731 crore in the interest suspense account."

The finance ministry has also asked the EPFO to update its subscriber accounts within the next six months.

EPFO’s apex decision making body-the Central Board of Trustees (CBT)- in September last year had decided to provide 9.5 rate of return on retirement savings in 2010-11 after it found a surplus of Rs 1,731 crore.

Refusing to ratify the said rate of return, the finance ministry had earlier argued that the surplus shown by the ministry was not real after CAG report has called the EPFOs so called surplus unverifiable.

According to sources, the finance ministry approved 9.5 per cent interest after the intervention by Finance Minister Pranab Mukherjee.

Cabinet approves 6% DA hike for central government employees

Nearly 50 lakh central government employees and 38 lakh pensioners can look forward to a 6% increase in their dearness allowance with the Union Cabinet approved the proposal on Tuesday. 

If the move is approved, the dearness allowance, which is linked to the consumer price index, will rise from 45% currently to 51%, triggering a further change in the allowance structure. For instance, payments like conveyance allowance and children's education allowance will also increase by 25%. 

Further, special compensatory allowance for those posted in remote areas such as the north-east and Jammu & Kashmir as central government employees in these areas are entitled to a Special Compensatory Allowance. Their special allowance goes up by 25% the moment the 50% trigger is breached. 

While the move will provide some relief to government employees and pensioners whose salaries and pension are usually revised once a decade, the increase will cost the exchequer Rs 1,500 crore annually. Households have been combating high inflation, which in recent weeks was led by rising fruit and vegetable prices. Wholesale price index-based inflation is expected to be around 8% at the end of March. 

Sources said the additional installment of DA will be released with effect from January this year. Typically, the increase takes place in two installments effective January 1 and July 1.

Academy Award winning Hollywood actor Julia Roberts, who recently converted to Hinduism, reconfirmed her faith in Hinduism while commenting that her "opting for Hinduism is not a religious gimmick".
In an interview to The Hindu, "India's National Newspaper" dated November 13, 2010, Roberts said: "It is similar to Patsy of Razor's Edge by Somerset Maugham. We share a common aspect of finding peace and tranquility of mind in Hinduism, one of the oldest and respected religions of civilization".
Clarifying that actual spiritual satisfaction was the real reason behind her converting to Hinduism, Julia Roberts said: "I have no intention of demeaning any other religion simply because of my fondness for Hinduism. I don't believe in comparing religions or human beings. A comparison is a very mean thing to do. I have received real spiritual satisfaction through Hinduism."
Roberts, who grew up with a Catholic mother and Baptist father, reportedly became interested in Hinduism after seeing a picture of the deity Hanuman and the Hindu guru Neem Karoli Baba, who died in 1973 and whom she never met. She revealed in the past that the entire Roberts-Moder family went to temple together to "chant and pray and celebrate." She then announced, "I'm definitely a practicing Hindu."
According to reports, Roberts has been interested in yoga for quite some time. She was in the northern Indian state of Haryana (India) in September 2009 to shoot Eat, Pray, Love in an 'ashram' or hermitage. In January 2009, she was seen sporting a 'bindi' on her forehead during her trip to India. Her film production company is called 'Red Om Films,' named after the Hindu symbol 'Om' which is considered the mystical syllable containing the universe. There were reports that she was trying to adopt a child from India and her kids shaved their heads during her last visit to India.
Hindu statesman Rajan Zed, who is President of Universal Society of Hinduism, interpreting wisdom of ancient Hindu scriptures, suggested Roberts to realize the Self or pure consciousness through meditation. Hindus believe that real happiness comes from within, and God can be found within one's heart through meditation.
Quoting Shvetashvatara Upanishad, Zed pointed out to Roberts to be always aware that "worldly life is the river of God, flowing from him and flowing back to him." Stressing the importance of meditation, he quoted Brihadaranyaka Upanishad, and pointed out that if one meditates upon the Self, and realizes it, they can come to understand the meaning of life.
Rajan Zed further said that seeing Roberts' devotion, he would pray to lead her to the 'eternal joy.' If she needed any assistance in deeper Hinduism exploration, he or other Hindu scholars would be glad to help, Zed added.
This Diwali, Julia Roberts was in the news for her comment that ‘Diwali should be celebrated unanimously throughout the world as a gesture of goodwill’. Roberts equated Christmas with Diwali and said that both “are festivals of lights, good spirits and death of evil”. She further pointed out that Diwali “not only belongs to Hinduism but is universal in nature and in its essence too. Diwali ignites the values of self confidence, love for humanity, peace, prosperity and above all eternity which goes beyond all mortal factors… When I think of Diwali, I can never imagine a world broken into fragments by narrow feelings of communalism and religion which does not care for human benevolence.”
Julia Roberts said: "Ever since I developed my liking and fondness for Hinduism, I have been attracted and deeply fascinated by many facets of the multi-dimensional Hinduism… spirituality in it transcends many barriers of mere religion”. CWC Decision

Decision of Extended CWC meeting was held at Ambedkar Bhawan / New Delhi on 01.03.2011 from 11 hrs following the Rally / Dharna program on 28.02.2011

The program on 28th Feb’2011 is no doubt attractice and impressive but still some deficiencies are observed, including non-participation of some important leaders, which has to be discussed self critically at the respective levels.
After threadbare discussion on organization position, prevailing situation and outcome of meeting with Hon’ble Minister for Labour, the extended CWC took the following decisions:
1. Within 15 days the Divisional Committees must meet in extended form in presence of Zonal Secretaries, if possible otherwise any one amongst of General Secretary, Zonal President, Joint General Secretary and review their performance in organizing Rally / Dharna program on 28th Feb’ 2011 and take the measures to rectify accordingly, if any weaknesses are noticed.
2. Similarly, Zonal Committee meeting in extended form should also be held to review the performance. A report of both the meeting should be sent to Central without fail.
3. While appreciating the efforts of Coms who are organizing the ‘FIRE’ the CWC advised to all to take step to make wide circulation of ‘FIRE’ Hindi and English edition. The both organizer should have a better co-ordination, so that same matter may come in both the editions.
4. In case our matter is not sent to tribunal as assure then a protest through Hunger Strike program for 24 hrs followed by a massive demonstration at the time of conclusion of Hunger Strike program should be organized on 6th April, 2011 where there is no state election. Where state election is scheduled on 6th April 2011 the date may be shifted for a day or two earlier or latter conveniently. Seek the support of the local MPs, other democratic organizations and media to our cause.
5. May Day should be observed with massive mobilization of Loco Running Staff.
6. A well organized convention in bigger town by different zones should be organized on demand safety in the month of May 2011 at the convenience of zones.
7. Prepare for struggle in case our all democratic process fails to get redressal of demands.
8. Com, Jit Singh Tank will go for registration of renewal of our organization in 1st week of April, 2011 hence those who could not sent Membership of 2010 as yet, kindly send without fail latest by mid of March, 2010
For information to all concerned: -
Hon’ble Minister for Labour could not meet us on 28.02.2011 as sought for due to his sickness but he met us on 01.03.2011 at 12:30 hrs and not only agreed but ordered to excelerate the process to send our case to Tribunal if at all it could not be sent as yet for any reason. We also met his Chief Secretary under his advice who also assured us to check up the po0sition and exelerate the process, if at all not sent by the time. Com, Basudeo Acharya, Hon’ble MP was with us and Chief Secretary assured to intimate the position shortly.
We have also submitted our Memo to Hon’ble Minister of Railway but could not meet because she was in Kolkata as we were told by her PA.

OFFICE MEMORANDUM

                Subject:    Overstay while on deputation.

Undersigned is directed to refer to this Departments OM of even number dated the 17th June, 2010 and to say that as per existing instructions no extension in deputation beyond the fifth year is allowed. Further, as per the OM No.14017/30/2006-Estt (RR) dated the 29th November, 2006, the deputationist officer is deemed to have been relieved on the date of expiry of the deputation period unless the competent authority has with requisite approvals, extended the period of deputation, in writing, prior to the date of its expiry. It is observed that despite these clear instructions, proposals for regularization of overstay of officers on deputation beyond the five year period continue to be received in the Department. It is reiterated that it will be the responsibility of the immediate superior officer to ensure that the deputationist does not overstay. In the event of the officer overstaying for any reason whatsoever, he/she is liable to disciplinary action and other adverse Civil/Service consequences which would include the period of unauthorized overstay not being counted for service for the purpose of pension and that any increment due during the period of unauthorized overstay being deferred with cumulative effect, till the date on which the officer rejoins his parent cadre.

2. All Ministries/Departments may please note that henceforth no ex-post facto approval for regularization of overstay on deputation would be allowed.

Time-Limit for Disciplinary Action Against Govt. Servants

                                                                         The Government had appointed a three member Committee of Experts to examine and suggest measures to expedite the process involved in Disciplinary/Vigilance Proceedings. In its Report, the Committee has recommended that a time limit of two months may be prescribed for completion of minor penalty disciplinary inquiries and 12 months for major penalty disciplinary inquiries. The report of the Committee is under examination. As part of preventive measures for checking corruption, it is imperative that Disciplinary Proceedings are completed in time, and delinquent officers are punished.

                                                                             The matter related to amendment to the Article 311 of the constitution to remove the protection shield of Government servants is being examined by a Group of Ministers.This information was given by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to a question in the Rajya Sabha today
