Dear Comrades,

 

    The Zonal Working Committee Meeting held on 27th August 2012 was not attended by many office-bearers.  The system of listing down names of all the zonal office-bearers in the Minustes book and each office-bearer signing beside his name has commenced.  All absentees are marked so.  Hope this will help improve the attendance.  The following are the decisions adopted unanimously by the ZWC Meeting held on 27-08-2012.

DECISION No.1

    All the Branches and Divisions are requested to please forward the list of office-bearers of Branch & Divisional Committees to the GS/SC Zone latest by 15th September 2012, along with phone numbers, e-maild ID and postal address.

DECISION No.2

   The Zonal Working Committee meeting has floated a proposal for collecting Rs.100/- from each employee through ECS Mandate every month.  Such employees shall be given FIRE Magazine, Diary and Subscription towards Annual Membership of AILRSA from the said monthly collection.  Rs.600- per annum will be kept aside as "Struggle Fund".  The remaining amount from Rs.1200 will be considered as donation to AILRSA.

DECISION No.3

   A proposal to commence private CUG Mobile Phone is approved in principle exclusively for AILRSA Members & family members.  GS/SC Zone is entrusted to work out the modalities / feasibility.

DECISION No.4

    A Trade Union class will be held from 1st to 3rd of November 2012 in Secunderabad.  Each Branch will be permitted to nominate one member.  In additin, each Divisional Secretary can make nominations, if essential.  Each participant has to pay Rs.2000/- towards expenditre, which is to be born by the Branch Committee/ Divisional Committee.  GS/SC Zone will organise the same with the co-operation of other office-bearers.  Nomination of members should rfeach the GS on or before 30th Sept. 2012.

           The Conciliation before RLC (Central) held on 31-08-2012 was attended by officers of all Divisions except GNT Division.  The written statements filed by each Divisional Admn. is being dispatched to concerned Divisional Secretary for comments / opinion, which will form the basis for filing rejoinder by AILRSA on 08-10-2012, the date of next hearing.  However the examples / data supplied by each Division in support of our resolutions adopted in BZA Conference is not satisfactory.  Hence it is requested to kindly make as much data/examples as possible on or before 15th Sept. 2012 for further compilation and preparation of rejoinder.

On 31 st August 2012 conciliation meeting ( 2nd sitting ) held between RLC , AILRSA and SCRly administration in Hyderabad .As per old  advise by RLC , Railways had submitted their written reply to RLC. Except Guntur Div. Copies provided to AILRSA and if any counter file are require by AILRSA , would be submitted on 08th Oct.2012...there after final ORDER  will be passed by RLC.

Subject- Notice for Relay Hunger Fast in front of DRM Office in Future.

I enclosed herewith submit the

resolution adapted in our DWC meeting which has been held today in our GUNTAKAL Branch office for your favorable consideration.We welcome the direction from the Ministry of Railway dated ….14 June 2012 as a positive sign to go deep into the reason for the so called human failure in SPAD (Ref.Lr.No.2004/M(L)/466/7101 dated 14 th June 2012 ) which was demanded by us since long .This Association had raised voice against the confusing signaling system, inadequate and insufficient rest , denial of leave , working in short cut method ignoring safety item, amounting unnecessary stress and strain on loco crew by many ways etc.we have been drawing the attention of Rly .Administration on these issues through the various forms of agitations before administration offices.We are happy to see that most of the points raised by us find a place in the said direction. If 54 point of Railway Board direction are not implemented will become counter productive .This Association is of firm opinion that without much change in the present infrastructure , the following points can be implemented immediately ..

1) Stop under rest calling for duty.

2) Stop threatening staff who seek relief after 8 hrs in goods and 6 hrs in mail/exp.

3) Grant leave liberally up to the specific quota of 30% without any restriction.

4) Amend the road learning rules to minimize validity period to one month.

5) Amend periodical rest rule to allow calendar day rest as PR.

6) Cancel resumption from leave/sick&PR at night hours.

7) Redraft all crew link with 6 hours duty , restriction 2/3 night duties, calendar day rest , sufficient rest between two trips , bring crew to HQ. within 36 hrs.

8) GTL Division Pass/ Mail/Exp/links to be drawn up to DMM/WD/CT only .

These are long pending demand Your kind intervention is requested to reach an amicable solution at the earliest, to avoid the said fasting in near future.

OVERSHOOTING OF SIGNAL BY LOCO PILOT OF RAJDHANI EXPRESS

KURNOOL- THE HINDU dated on 25th August2012.

" The driver of Bangalore -Nizamuddin express Rajdhani express train jumped the signal at ADONI  railway station in the early hours of Friday causing flutter among the traffic control staff.He jumped the signal by six feet where he was to halt and give passage to Duranto express in the opposite direction.He was placed under suspension.

The traffic control wing took into control the driver for a medical check up and subsequent action "

Our view....

Railway board in its Letter number-2004/M(L)/466/7101 OF DATED 14 JUNE 2012 , Which was addressed to all Indian railways General Manager , should make efforts to implement the following--

1.The signal sighting committees at super wiser level are not effective.Even the officer level committee conduct the inspection on mail/express and only sighting of signals on main line is addressed whereas those on the platform , loop lines go unattended.

2.Since in most of the SIGNAL PASSING AT DANGER (SPAD)  cases drivers above 55 years are involved , the retirement age of LPs should be reduced to 55 years or they should be made CC/PRC/LI if they want to continue beyond 55 years.Another suggestion included making them super LP.

3.The maximum duty hours of mail/exp driver should reduced to 6 hours as they encounter one signal every minute on an average during their run.

Here all the three above  items are not implemented and railway administration are in mute spectator. They should not want to impalement also .Why.? ..because what ever incident/Accident happens  in railways.....officers are not going to remove / punished .Loco pilots are going to become scap goat for each and every fault.In this case loco pilots age are around 56-58 yrs.

It is a high time to Railways administration to implement the above three items immediately.We as AILRSA office bearer , discussed this matter on lower level but their are no positive reaction by Railway administration. This matter is under reconsideration in RLC/HYB... conciliation meeting on 31 August 2012.
