It is very difficult to serve our duty and ensure safety because some times ,mass management itself does very unsafe practice,which may lead to any type of incident in nature.Ii is many occasions evidence that mass made mistake and only one person has saved many life.
I want to refer here one incident,which was happens with me yesterday i.e 29.10.2010. I was working train number 2163 Exp ex Guntakal to Renigunta.I was issued sectional caution order that Engineering work in progress in Kondapuram yard at 339/2-1Km.and follow the speed restriction 30KMPH. While I was approaching the spot,I controlled my train speed and proceeding cautiously.The spot of work was in curve and it is very difficult to observe danger hand signal or any banner flags placed on track from a adequate distance.
My asst. loco pilot has called me that banner flag on line at 339/6 KM.I immediately appllied emergency brake to control my train and to stop it.At last train stop at 339/4KM. I seen banner flag was kept at 339/3 KM.i.e 100meters advance of work spot. Very bad habit by engineering staff.I socked because if my train was out of control,it may overshoots the banner flag and it will called as passed danger signal at on but GOD IS GREAT he has saved me,
I immediately informed to my on duty power controller through my cell phone for necessary action.
On arrival at Renigunta, I called my SLI/GTL-Mr.Tajuddin and apprise about incident He assured me about proper action by official..
HERE PASSING BANNER FLAG-------will lead... 01)loss or punishment to loco pilot since not alert on duty or not controlled his train..02)Many workers on spot may injured or die .or any unprecedented action.
VIOLATION OF RULE....--------01) Work spot was not protected by Engineering staff i.e.banner flag has to be kept as per G&SR RULE NUMBER..GR.15.09(1)of (a).i.e.600meters in advance of work spot in BG.BUT IT WAS KEPT AT 100 METERS IN ADVANCE.
02)Three detonators has to be placed at 1200meters in advance in 10 meters apart and one danger hand flag man to exhibit a danger hand signal at 45 meters. But unfortunately or occasionally above all were violated by concern department.Every thing I recorded in unusual occurrence book at Renigunta but I have doubt that nothing action will be taken since it is the habit of railway to dig well when some thing happens other wise keep silence. we loco pilots request to other department to give us a safe passage for train run and to carry passengers in safely.
