Navy Day

The seas around us are highways of trade and energy supplies and need to be safeguarded at all times to sustain the country’s economic progress. The Indian Navy is playing a stellar role in keeping these highways around us secure.

The Navy has also responded in a prompt and professional manner to the challenges brought up by the prevailing global security environment. The roles and responsibilities of the Navy are only going to become even more important to the nation’s security and well-being, as the complex geo-strategic landscape of the 21st century unfolds.

Every year, my dear friends, 4th December is celebrated as the Navy Day to commemorate the Indian Navy’s gallant action on 4th December, 1971 during the Indo-Pak War. To mark this occasion, various activities are organized by the Andaman & Nicobar Command in the first week of December every year. The President of India, the Defence Minister and Chief of Naval Staff sent messages on this occasion.

This year too as a part of Navy Week celebrations, various activities were organized to increase awareness about the Indian Navy among the civilian population, as I have been writing about, every year.  There have been quite a few landmark accomplishments by our Navy during this year.

In a bid to deal befittingly with the complexities of the task of the Navy of ensuring maritime security at sea, along the coast and ashore, a Joint Operation Centre (Coastal Defence) has been set up at the Headquarters, Andaman & Nicobar Command in Port Blair, which is manned round-the-clock and has been operational since 19th April, 2010.

The JOC (CD) is under the charge of the Commander-in-Chief, Andaman & Nicobar Command who is also designated as the Commander-in-Chief (Coastal Defence). The JOC (CD) is working to a drawn up detailed plan for enhancing coastal security around the islands.

The Command is involved in an ongoing awareness program for local fishermen to train them to become additional ‘eyes’ and ‘ears’ at sea. The resultant Fishermen Watch Group has already begun yielding positive results. Regular coastal security exercises are being executed once every six months involving all maritime stakeholders of the region – the Marine Police, the Port Management Board, Customs, Forests, Fisheries to name a few.

The coastal defence initiatives by the Command have received an overwhelming response from the local administration, security agencies as well as the masses. The Fisheries Department has made it mandatory to for local fishermen to carry valid identity cards and e-registration of boats and biometrics of personnel is also underway. This has lent added relevance to the Visit, Board, Search and Seizure (VBSS) operations carried out by the Indian Navy and the Coast Guard.

A communication issued to the media and general public during the Navy Week also enlightens that plans are well underway to establish surveillance sensors along the coastline in order to bring maximum areas under the electronic eye. A database of coastal features is also being compiled at the JOC (CD) which will then be reference with the Global Information System (GIS) for creating a potent decision support tool for planning multi-agency coordinated responses during a crisis.


In addition, the Indian Navy is continuing its regular Coordinated Patrols with friendly littorals like Thailand, Indonesia and Singapore, which are invaluable learning tools for interoperability during crises/emergencies.

Another offshoot of the government directives on the Coastal Security – the Saagar Prahari Bal – is also being positioned at Port Blair in a phased manner. This cadre comprises trained manpower from the Indian Navy to provide sea-front protection of important installations (VAs and VPs) as well as to escort naval vessels in and out of harbour.

The Indian Navy has played a crucial role in maintaining peace and stability - both at the national and international levels. Despite various conventional and unconventional challenges, the officers and sailors have maintained peace, stability and prosperity on the seas around us. However, our Navy must adopt new technologies and operational practices to retain the cutting edge among the leading maritime forces of the world.

Eventually, it does sound reassuring to hear the perceptive Admiral Nirmal Verma, the Chief of Naval Staff say, “The Indian Navy today operates in an exceedingly changed strategic context. An uncertain and unpredictable security environment, as also natural calamities of increasing frequency magnifies the complexity of meeting the challenges at hand.

He further says with notable poise, “With anticipated force accretions and inductions of newer and better hardware, the Navy’s blue and water capabilities continue to be the bedrock of our Navy’s operational, organizational and technological effectiveness. Employees may not be able to challenge CAT judgement in SC

Bad news is in store for government employees contesting matters relating to their service conditions in the Central Administrative Tribunal (CAT) as they may not be able to challenge the judgment in the Supreme Court.
Government employees not satisfied with CAT orders on their service matters will continue to appeal in High Courts as government's plan to enable them approach the apex court directly has received a thumbs down from the top law officer.
Recently, the Department of Personnel had asked the Law Ministry whether the present system of CAT orders being challenged in High Courts be changed to fast track disposal of cases of government employees relating to their service conditions and employment rules.
The Law Ministry referred the matter to Attorney General Ghoolam Vahanvati who opined against the move saying a 1997 Supreme Court judgment on the issue should continued to be followed.
"As of now, the buck stops here (on the issue)," Law Minister M Veerappa Moily told PTI when asked to comment on Vahanvati's opinion.
He said his ministry was trying to find a solution. "But I would not like to add anything more to it," he added.
When the CAT was established in 1985 by an Act of Parliament, its rules clearly stated that its judgments on service related matters of state and central government employees can only be challenged in the apex court.
While the same rules is in operation even today, a 1997 Supreme Court ruling held that judicial review is the basic feature of the Constitution and a High Court's power on judicial review cannot be taken away.
After the judgment, appeals against CAT rulings were entertained in High Courts.
"The Armed Forces Tribunal Act has been borrowed from CAT. Appeals against Tribunal's orders can only be challenged in the Supreme Court. But in CAT's case, it has become a three tier system...the entire purpose of CAT has been defeated," said a CAT functionary.
He said while CAT usually disposes off a case in six months, appeal in High Court often takes years.
"They pay Rs 50 as fee to move CAT, but they have to pay thousands of rupees in High Court...if the matter reaches Supreme Court, the time and cost involved is massive," he said.

  • The Tatkal Charges have been fixed as a percentage of fare at the rate of 10% of basic fare for second class and 30% of basic fare for all other classes subject to minimum and maximum as given in the table below:-

  • The above charges will be levied uniformly both in peak period & non-peak periods.
  • Tatkal tickets will be issued for actual distance of travel, instead of end-to-end, subject to the distance restriction applicable to the train. The same Tatkal berth/seat may be booked in multiple legs till preparation of charts. At the time of preparation of charts, unutilized portion may be released to the General RAC/Waiting list passengers.
  • Tatkal facility will be introduced in Executive Class of Shatabadi Express trains also, by earmarking 10% of the accommodation available i.e. 5 seats per coach.
  • Tatkal booking opens at  8 AM on Two days in advance  actual date of journey excluding date of journey w.e.f. of 01-08-2009, e.g. for train leaving on 6th, Tatkal Booking will Commence at 8 AM on 4th.
  • No identity proof is required to be produced by the passenger seeking reservation under tatkal scheme neither at the time of booking nor during the journey.
  • The facility of change of name is not permitted on the bookings made under Tatkal scheme.
  • For the purpose of granting refunds & issuing TDRs for W/L, the time limit will be the same as applicable for refund of normal tickets.
  • REFUNDS   -   A flat refund of 25% of total fare charged on the ticket, excluding tatkal charge is granted on cancellation of tatkal ticket, which is presented for cancellation upto 24 hours before the scheduled departure of the train. However, full refund of fare and tatkal charges will be granted on the tickets booked under Tatkal scheme in the following circumstances :-
    • If the train is delayed by more than 3 hours at the journey originating point of the passenger & not the boarding point if the passenger's journey originating point and boarding point are different.
    • If the train is to run on a diverted route and passenger is not willing to travel.
    • If the train is to run on diverted route and boarding station or the destination or both the stations are not on the diverted route.
    • In case of non attachment of coach in which Tatkal accommodation has been earmarked and the passenger has not been provided  accommodation in the same class.
    • If the party has been accommodated in lower class and does not want to travel. In case the party travels in lower class, the passenger will be given refund of difference of fare and also the difference of Tatkal charges, if any.

Second class accommodation for women in the Second Class-cum-Luggage-cum Guard’s Coach (SLR) is already earmarked in most of the long distance trains. In addition, the following accommodation is also provided for women in long distance trains.

• A reservation quota of six berths in sleeper class in Mail/Express trains.

• A combined quota of two lower berths per coach in Sleeper, Air-conditioned 3 tier (3 AC) and Air-conditioned 2 tier (2 AC) classes for Senior citizens, female passengers 45 years of age and above and pregnant women, when traveling alone.

This information was given by the Minister of State for Railways, Shri E. Ahamed in a written reply in Raj ya Sabha today.

FIVE DIGIT FOR NUMBERING TRAIN W.e.f 20-12-2010

In a significant move to make the train numbering system of passenger carrying trains of Indian Railways more scientific, logical, uniform and computer-friendly, Ministry of Railways has decided to use ‘five’ - digits for numbering trains, in place of the existing ‘four’- digit numbering system. The new ‘five’- digit numbering system of trains will come into effect from tomorrow.

To make the transition smooth and simple under the new scheme, only a prefix of the digit ‘1’ (one) will be added to the ‘four’- digit numbers of the existing trains which would cover all scheduled and regular express/mail and superfast trains including the Durontos, Yuva Trains, Rajdhani Express, Shatabdi Express, Jan Shatabdi Express, Garibrath Express, Sampark Kranti Express and all category of trains that have a mail/express character during any part of their journey. The names of the trains are not being changed/modified. All the numbers will be converted to the new ‘five’ – digit system by simply adding a prefix of digit ‘1’ to the existing ‘four’-digit numbers

The special trains run by the Railways to clear holiday/festival rush etc. shall be numbered on the pattern of the mail/express trains except that they shall have the prefix of digit ‘0’ (zero). This shall apply to all special trains, whether superfast, express or passenger train in character, running between any pair of destinations. This numbering scheme shall also apply to special trains run on Full Tariff Rates (FTR) basis. The passenger trains and the suburban trains are also proposed to be renumbered and brought under this new ‘five’- digit system and separate notifications for such changes will be issued by the respective zonal Railways.

The introduction of the new system covering all kinds of passenger carrying trains run by Indian Railways will lay scientific and logical basis for numbering of trains on all India basis for all the trains which was earlier confined to express trains only, enabling better dissemination of information to the public. The new system will go a long way in monitoring the movement of trains more effectively on all India basis and in facilitating dissemination and management of train information more scientifically benefiting the public/customers. This major initiative will create a unique “train number” which will be a national level identity for each train and will cover all the passenger carrying trains running in the Indian Railways network.

Five digit train numbering scheme has become necessary in view of the four digit numbering scheme having got exhausted as Indian Railways runs more than 10 thousand trains every day. Need has also arisen to integrate the passenger and suburban train services in various information systems such as Control Office Application, Passenger Reservation System and other software applications.

Railways Procurement Scam : Mamata Turns To CBI

BHOPAL : Much to the consternation of corrupt senior officials, Minister for Railways Mama ta Banerjee has asked the CBI to investigate corruption in Indian Railways Procurement System. The move comes almost six months after The Statesman reported the nexus between suppliers, the Railway Board, and Research Standard and Design Organization (RDSO) that has siphoned off at least Rs 50,000 crore from the public exchequer over the past decade.
The CBI probe is restricted to corruption in the purchase of 20 items and does not extend to hundreds of others where the same process of restricted competition and grossly inflated prices for kickbacks continues.
Interestingly, the minister’s decision to involve the CBI comes at a time when the Railways' vigilance department appears to have begun achieving some success in its investigations, item by item. Sources in Rail Bhavan have told that a senior director in the Railway Board has been found guilty in the scam surrounding the first item investigated ~ Odour Control Systems ~ by the vigilance department which has recommended the harshest penalty for him. If investigations continue apace, many more skeletons will tumble out of a richly stocked Board closet.
The move to involve the CBI follows questions submitted by MPs in the stalled Parliament session about the scam and the Railways whistle blower Mr Atul Kumar. Listed for oral answer on 10 December in the Rajya Sabha was MP and senior Congress leader Mr Motilal Vora’s question about "the bungling of Rs 10,000 crore by mechanical department every year" and asking for information on "the steps taken by the government so far to ascertain the truth". Mr Vora also asked for names of officials who took bribes from Kolkata-based firm M/s Pioneer Friction.
Despite assurances by Mamta Banerjee early in her tenure and the CBI’s involvement in the the M/s Pioneer Friction case for over a year, no official has yet been named or punished.
Two related questions were also submitted for written answer in the Lok Sabha on 9 December. MPs Mr Vishwa Mohan Kumar and Mr Abdul Rahman asked for statistics on cases of corruption reported in Railways and action taken against officials over the past three years. Lok Sabha MPs Mr Shafiqur Rahman Barq, Mr Ravindra Kumar Pandey, Mr Bhola Singh, and Mr Sanjay Jaiswal jointly asked for details on corruption in procurement, whether suppliers sell articles to Railways at prices much higher than market prices, and the total loss suffered.
Crucially, though, and despite Mamta Banerjee's move to call in the CBI, old and new procurement scams still continue given that the same flawed approval system and Lucknow-based RDSO’s near-total control over it persists. Railways have not announced any changes in procurement policy that would introduce true competition, break cartels and bring down prices.
The recommendations of the Minister for Railways - appointed expert committee on RDSO still remain to be implemented. The committee's recommendations include a complete overhaul of the supplier approval system and a transfer of both approvals and inspections away from RDSO. The expert committee report, which was last heard to be stuck with the Member, Mechanical, Railway Board, for months, is in danger of being swallowed by the bureaucratic black hole.
There are still no cost-estimation cells to determine market prices when new items or specifications are introduced for purchase. "Expressions of interest" still do not get wide publicity so that the most able Indian manufacturers can compete. Works contracts, with even more margin for corruption than supply contracts, have not been brought under e-procurement. And, there is yet no centralised system via which zones can inform each other about rogue firms.
Furthermore, according to Mr Atul Kumar, who first brought the massive scam to the knowledge of the Railway Board, the victimisation has not stopped. Mr Kumar told that after yet another unceremonious transfer, intended to hound him out of Kolkata, he felt forced to apply for VRS. But, with over three months having passed since the application, it appears the Railway Board, unhappy with the exposure, is now not even allowing him to retire.

Attention is invited to Board’s letters quoted above delegating powers to the General Managers and other Heads of Organizations directly controlling allotment of quarters to railway servants for sanction of House Rent Allowance in accordance with the prescribed conditions to the categories of railway employees specified therein. This delegation of powers was valid unto 31-3-2010. 

2. The question of renewing this delegation of powers beyond 31.3.2010 has been engaging the attention of the Board. On the basis of the reports received from the Zonal Railways and Production Units, the matter has been considered and the Board have decided to renew the sanction contained in para 5 of their letter dated 16.5.1988 ibid and as amended modified from time to time, w.e.f 1-4-2010 unto 31-3-2017 w hereafter the question of renewing this delegation will be considered by the Board and a fresh sanction, if necessary, issued on the basis of reports received from the General Managers etc. Directly controlling allotment of quarters, in regard to the position of availability of railway accommodation under their control. 

3. In case at any point of time it transpires that some accommodation is likely to remain vacant/un-occupied due to lack of demand, it should be made compulsory to submit applications for such types where there is surplus accommodation, and consequently, the employees entitled for such types would not be eligible to draw House Rent Allowance. 

4. This delegation is also subject to the over-riding condition that these orders are liable to be withdrawn/modified at any time during this period, if it is considered necessary by the Board to do so. 

5. This has the approval of the President and issues with the concurrence of the Finance Directorate of the Ministry of Railways.

171 NEWALY COMMISSIONED FLYING OFFICERS IN AIR FORCE.

Indian Air Force (IAF) got a new batch of officers with 171 newly commissioned Flying Officers graduating from the Air Force Academy (AFA), at Dundigal near Hyderabad, today. 

Chief of the Air Staff, Air Chief Marshal PV Naik reviewed the combined graduation parade and awarded President’s Commission to the graduating Flight Cadets that included 39 women Flight Cadets. 

Four Indian Navy officers and one Indian Coast Guard officer also received their flying brevet (Wings) at the graduation parade from the Air Chief. 

Among the senior IAF officials present at the ceremony included Air Officer Commanding-in-Chief, TrainingCommand, Air Marshal D Kukreja and AFA Commandant, Air Vice Marshal Amit Aneja. Civil dignitaries, retired and serving defence officers, parents and relatives of the graduating Flight Cadets were among others who witnessed the parade. 

Addressing the newly commissioned IAF officers, the Air Chief impressed upon the technological transformation of the Air Force and exhorted the young officers to acquire full understanding and knowledge of application of new technology to exploit the true potential of aerospace power

Flying Officer Nandeep CS, who commanded the parade, was awarded the President’s Plaque and the Chief of the Air Staff ‘Sword of Honour’ for standing first in overall order of merit in Pilot Course. 

President’s Plaque for standing first in the overall order of merit in the Ground duties branch was awarded to Flying Officer P Radhakrishnan, and for Navigation branch to Flying Officer Satish Kumar J. 

The parade marked the successful culmination of training of the Flight Cadets at various IAF Training Establishments including AFA, Air Force Administrative College (AFAC), Coimbatore, Air Force Stations - Hakimpet, Yelahanka and Begumpet. 

Of the 171 commissioned, 95 are pilots and 16 navigators. The remaining 60 are from the ground duties branches of administration, logistics, accounts, education and meteorology. The young officers received their first salute from their immediate junior cadets as they slow-marched out of the parade to the tune of ‘auld lang syne’. 

Fly past by Chetak helicopters, Kiran trainer aircraft, AN-32, Dornier and Hawk aircraft heralded the occasion. There was also a scintillating aerial ballad by Sarang – IAF’s helicopter display team. A spellbinding display by a Su-30 MKI also captivated the audience.
